VIC:Vic drivers may avoid speed fines
MELBOURNE, Aug 26 AAP - Victorian drivers caught running red lights or speeding may
soon be able to escape the penalty, after the police union flagged a ramp-up of industrial
action.
The Police Association on Friday said it will lodge an application with Fair Work Australia
to toughen its work bans, which were first introduced in June as part of enterprise bargaining
negotiations.
Under the new measures all forms of penalty notices including those generated by the
Traffic Camera Office will be banned.
There will also be a ban on unpaid overtime, executing money warrants in most circumstances,
and officers performing many duties alone.
Police are also planning a march to Parliament House to indicate their anger at the
government's refusal to negotiate a higher wage rise.
Association secretary Greg Davies said people who escaped speeding and red light tickets
as part of the action would likely not have them reinstated once the bans end.
"As far as our members are concerned, that fine is dead forever," Mr Davies said.
"If the government and the private companies that run the speed cameras can find another
way, it is up to them, but they won't be processed by our members."
Mr Davies said despite that stance, it would not be a free for all for drivers who
flout road rules.
"If they are exceeding the speed limit by a large margin, they would be taken to court
by way of a summons procedure," he said.
Such a move could block up the courts with traffic violations normally dealt with by a fine.
The bans will only be introduced if a postal ballot of union members endorses them,
expected to occur within weeks.
Mr Davies said his members would not be going on strike, and the government was taking
advantage of that.
The state government has refused to increase its offer of a 2.5 per cent annual pay
rise, which police claim will see their salaries go backwards once inflation is taken
into account.
The association has been critical because it says that more than nine months after
wages talks could begin the state government is yet to negotiate on pay.
Mr Davies said the government was being hypocritical, after an election in which law
and order issues were prominent.
"Promises (were) made all over the place and thrown around like confetti and none of
them are being picked up," he said.

FED:`Dangerous complacency` on HIV
An expert body says Australia's young adults are displaying a dangerous complacency
on HIV .. as the globe marks World Aids Day today.
The Australian Society of HIV Medicine says rising rates of sexually-transmitted infections
in young adults show a lot of unsafe sex is occurring .. and perhaps luck is all that's
preventing an Australian spike in new HIV cases.
CEO LEVINIA CROOKS says a dangerous complacency has affected the broader community
.. a quiet sense that if you're not gay .. an injecting drug user or a sex worker .. HIV
is not a risk for you.
But she says if that attitude to unsafe sex continues .. it will only be a matter of
time before HIV infections increase too.

Opposition communications spokesman TONY SMITH has slammed the federal government for
spending more than half a million dollars on a forum on Australia's broadband future.
Mr SMITH says KEVIN RUDD's speech at the forum in Sydney failed to give details about
the proposed 43 billion dollar national broadband network.
The Prime Minister's described the project as an historic act of nation building ..
that's essential for Australia to compete on the global market .. where internet speed
are up to 40 times faster.
But Mr Smith says the PM's speech amounted to just more Rudd talk.

QLD: Call for DPP explanation on gang-rape case
BRISBANE, Dec 11 AAP - A child advocacy group has called on Queensland's chief prosecutor
to explain failures in the case of the gang rape of a 10-year-old girl.
The call came as the opposition queried why the girl was allowed back into a community
in which she had previously been gang raped.
Queensland Attorney-General Kerry Shine yesterday appealed the sentences given to nine
males who raped the girl in 2005.
Cairns-based District Court judge Sarah Bradley did not record convictions against
six of the attackers and gave three others suspended sentences, over the incident at the
indigenous Aurukun community on Cape York.
Director of Public Prosecutions (DPP) Leanne Clare has declined to comment on the case
since it caused outrage across the country.
Hetty Johnston, founder of Bravehearts, said the DPP had failed to seek appropriate
sentences in the case and needed to explain her actions.
"The victim relies entirely on the DPP and when they throw the towel in even before
the case is argued then justice has not been done," Ms Johnston said.
"That appears to be what has happened in this case.
"The DPP must be held to account."
Queensland Liberal leader Mark McArdle said Mr Shine should release the DPP's sentencing
recommendations.
He said the Department of Child Safety also needed to explain why the girl - who reportedly
had been in foster care in Cairns - was allowed back into Aurukun where she had previously
been gang raped at age seven.
"We are talking about a child who has become a victim of one of the most appalling
criminal acts at the age of seven who was then returned to the same place by the Department
of Child Safety to be pack raped three years later," Mr McArdle said.
"This sort of sexual depravity and violence against anyone, especially children, is
abhorrent and utterly condemnable."

Fed: Aussie doctors fear for safety
By Tamara McLean, National Medical Reporter
SYDNEY, April 27 AAP - More than half of doctors in Australia fear for their safety
because of aggressive patients, a survey has found.
Results from a national questionnaire showed 83 per cent of GPs have been verbally
abused by a patient, 43 per cent have been threatened and 12 per cent physically abused.
Almost a third of the 150 GPs interviewed said their practice had no safety protocols
to deal with violent patients, according to the survey by industry publication Medical
Observer.
And over 50 per cent said the problem made them fearful for their safety or the wellbeing
of their staff.
One unnamed Victorian doctor said he had installed tough security measures including
panic buttons, magnetic doors and even a temporary security guard after enduring a two-hour
ordeal with one patient.
"It had a profound impact on us all," he told the publication.
"I actually thought of giving up medicine at that point."
Perth GP Dr Richard Hosking said the results, collected from 150 GPs, were not surprising.
"I probably get threatened several times a year," he reported.
The Royal Australian College of General Practitioners, which represents GPs, said the
statistics were worrying, particularly the evidence that staff did not know procedures
for responding to patient aggression.
Australian Medical Association (AMA) spokesman for GPs Dr Rod Pearce said the organisation
was developing new policies and guidelines in light of the results.
Discussions at a recent AMA meeting revealed the problem was widespread and concerning,
Dr Pearce said.
"In a room full of 30 GPs from around the country, they were almost universally reporting
that sort of experience," he said.
"It's important doctors know this is something they shouldn't expect or tolerate.
"But they do need to be prepared to deal with it."

SYDNEY, Dec 28 AAP - Family and friends of David Iredale are gathering at a northern

The 17-year-old's Sydney Grammar School classmates have formed a guard of honour at

gathered for a thanksgiving service.
Today's ceremony follows a private cremation service held yesterday.
David's body was found in rugged terrain off a walking track south of Katoomba on December
19, eight days after he was reported missing.
It was a tragic end to a search that began on December 11 when David phoned to say
he was lost after separating from two friends on the second day of a three-day bushwalk.
